He's quite annoying to, he posts his MAGNI MUNDI 4.2512 Updates fixing one small error and makes a giant topic about it in the main forums (not his subforum)
Only reason why he has so much more downloads thn everyone else is because he makes all the MM users to redownload MM in those patches fixing one or two bugs.

Steam is going to have the annual christmas sale soon (starts Dec. 26th), but you probably won't save a lot by waiting for that (most games are only 10% off, and HoI3 is still relatively new.). That, and Steam puts up patches for Paradox games with a bit of delay, which is really annoying.
Edit: Okay, the steam holiday sale has started early this year, and all Pdox games are 50% off.

The STEAM holiday sale starts before Christmas... like last year. Although last year they had a second post-new year sale.

Civilization Universalis would presumably be what you're talking about. It's not a direct port of Civ or such, but everyone starts with one province and you get cheap colonists to expand quickly etc.

IIRC EU2 had a Scenario like that built in called Fantasia where a 8 nations started on an empty world owning only their capital province.
I have to admit, I never really played it myself, so I couldn't say
