Those arguments aren't helpful to the East Kansan who supports a strict reading of the Constitution and does not not support a living Constitution.

Sue and make us dismantle our military R&D... and at the same time, a whole slew of other programs not allowed for specifically by the constitution, like education.

I think the view has been, according to the SC, that generally, if it wasn't limited by the constitution or amendments, it's ok.
