I see... That's one of the things I dislike in EU3 actually... if a country had, let's say, 5 provinces, and I destroyed their army to the point where they have 0 men, I occupied all the provinces and I have an army in all of them, I still can't annex it wholly!

Aren't territories with CoTs very expensive? I remember from the demo that Vlaanderen had an insane price to get in a peace treaty.
