Who’s gonna complain about free DLC? I also fired up a game to try. I wouldn’t describe it as bad but I also haven’t had any desire to load my save so haven’t returned.

Looks like its 78% positive on SteamDB - so 22% of reviewers.
Complaints include it only being free for a limited time, the state of Civ VII, experiencing errors, calling it low effort, calling the Pirates weak, obscure leader, saying resources should've been allocated "anywhere else".

I wouldn't say that. Pirate Republic is a very questionable choice of civilization and I totally understand that for many people "free" is not an absolute winner argument (you still have to pay for base game now, or pay extra later). So I totally could imagine people who don't like this DLC pack, but overall are content with the game.
