Who’s gonna complain about free DLC? I also fired up a game to try. I wouldn’t describe it as bad but I also haven’t had any desire to load my save so haven’t returned.

The civs and leaders look great - that really was never an issue

Looks like its 78% positive on SteamDB - so 22% of reviewers.

Complaints include it only being free for a limited time, the state of Civ VII, experiencing errors, calling it low effort, calling the Pirates weak, obscure leader, saying resources should've been allocated "anywhere else".

Most of those 22% are a lost cause and will never be happy with the game. So I guess we know the proportion is at least ~20%.

I wouldn't say that. Pirate Republic is a very questionable choice of civilization and I totally understand that for many people "free" is not an absolute winner argument (you still have to pay for base game now, or pay extra later). So I totally could imagine people who don't like this DLC pack, but overall are content with the game.
 
Yeah, there's non-lost cause players who'd downvote... I'll honestly probably give it a thumbs down based on ehat we've seen so far. Tonga is fun but gimmicky, the pirates and teach just aren't for me. And I'm not especially hopeful given the previous round of leaks for the last round.

The patch would get a tentative thumbs up if I could...
 
Some of you guys are harsh graders! Anyone who has even half as many hours in-game as they’ve spent in dollars is surely voting “yes” with their time and attention, so why vote anything else when leaving a review? Nuance it in the review text, of course, but consider that a game that you willingly spend your time on is better value in terms of return on investment than just about any other form of entertainment.
