well, Windows Photo Editor comes with XP i think, and i've heard good things about Gimp. i personaly use Photoshop 7.

and im sure you know what FLICster is...

Yeah, I've got FLICster, but can't really convert it. (Tried to convert the pcx file, but can't figure out how.)

As in, create a new one, and paste it over, or something else?

you have made your storyboard, have you not?
if so, make a new one in flicster the same sizes and frames, open this as well as the one you have made, and paste the made one over the blank new one.
