I played a team game last night with 2 of my friends vs 3 noble AIs. All was going well until we decided to attack them. I switched to police state and the other military/war civics, yet after a while I started getting war wearyness in my cities. The tooltip for police state says no war unhappiness - is this a bug? I've attached the savegame - I'm playing as Ghengis Kahn of the Mongols.
