A Venezuelan civ would be nice.
Veneuzela is a country located on the northeastern side of South America. Recieves its name from the explorer Americo Vespuccio, who called it "Small Venice".

It's been inhabited by humans from about 15,000 years ago. It was inhabited by several indian tribes till the sixteenth century, when it was made a Spanish Colony. For about 300 years, it stood under control of the Spanish. There were several attempts to make Venezuela an independent country. Till a man called Simon Bolivar managed to do it.
Simon Bolivar then freed about 5 more countries in South America.

Since then it has had several political problems. Venezuela had 2 Dictators and the country was in constant Civil war, for many leaders surged and leaded masses of armed civilians to take the presidential post (these "leaders" were called Caudillos). Rest of the presidents haven't been as good as expected. Right now it's been governed by a really bad president, who is on its ways to be a dictator. His name: Hugo Chavez.

Even though he's been a bad president, he's been a leader, he's managed to lead people into what he calls a "Revolution".
Right now Venezuela is between the 10 top oil producers in the world.

Ormulsion Refinery: (replaces Factory) +1 health (instead of +1 Diseased) Same production increase rate, but needs no power (+50% w/o power) +1 happiness/+1 commerce from Oil
Leaders:
-Simon Bolivar (Freed Venezuela from Spain) (Creative, Aggresive, Favorite Civic: Universal Suffrage)
-Hugo Chavez (Bad, bad president. But has been able to lead Venezuelans to what he calls a revolution) (Charismatic, Industrious, Fav Civic: Police State)
-Jose Antonio Paez (Helped Bolivar so he could free Venezuela, was then a president, and afterwards a "Caudillo")
