That's the Kingdom of Naples. If we completely restart this then it will be The Two Sicilies and will include Naples and Sicily.

EDIT: OK, would you guys prefer if military quality went up to 10, 15, or 20?
So far, I prefer the latter two, as some people's military qualities are already too high.
