Prince Shadow Game, Pangaea/Arid/Med Sea, Noob Player

Gnerally speaking -
  • when you plan an early rush (Axes rush, Egypt or Persia UU rush, HAs rush...), you often build some barracks before Library. Especially for an Aggressive leader (like Tokugawa), barrack is only 25 :hammers: . Not necessary in every city, but at least in cities with strong :hammers: .
  • when you decide to stay at peace before Renaissance era, you often build Library; in this case, barracks can be put off.
I'm not familiar with whipping mechanics. So other players would give you better answers to your questions. But usually, you avoid whipping "the strong tiles", for example the citizens who work on a grassland Gem mine or on a wet Corn.

You'll get a better general understanding as you play more :)

As @ jnebbe said, practice makes perfect. :)
If you're new to Civ 4 games, Noble/Prince levels are usually good for learing the game and understanding game mechanics.
