It's like a % slider thing. You have 0 weight on 2 AI's, and 25 weight on 1, so ALL of your espionage points are going onto Byantines now. (that's indicated by the green +4 ep next to his name).

Concentrating your espionage points is good, because you can see what that AI is researching after a little while. If you spread your points around, you probably won't generate enough espionage to see what anyone is ressearching.

But espionage is it's own whole thing - maybe just find a little guide on it. It can be powerful, but it's probably a distraction for you at this point.
Just to clarify, the weight is a weighting factor. With 0 weight on 2 AIs, setting any weight greater than zero on the third AI will put all of your espionage points on that AI. You'd get the same effect if you set the weight on the Byzantines to 1 and left the other two at 0. If you set the weight to 1 (or the same non-zero number) for two of the AIs and leave the other at 0, you'd put 2 EPs on each of those AIs (as you're producing 4 EPs/turn from your palace.)
 
Cool - get that other warrior in with the WC stack - free extra mop-up unit, might as well use it. with 2 : 1 out numbering, you can still lose a few battles and take the city. you'll want to maneuver the warrior not onto the hill, but 2 S and 1 E, onto that grassland just NE of the 2-tile lake. from there you'll be able to see Rome. with 5 WC's and 1 warrior, even with 3 archers, you should win. but if you want to just keep an eye out until he pops a settler, and then attack, that's fine too.

You're going to want a 2nd worker, now that you'll have 3 cities. You should chop more around memphis and consider farming the grass tile 1W of memphis so that you can work 2 tiles with 3 food on it. Is your next city going by the pigs or the corn?
 
2080 BC, Turn 48.

Discovered that the Romans have another city West of Rome and have a settler with 3 archers and a warrior on Rome. I have 5 war chariots and a warrior on the stack next to Rome. Since there's a forest, the WCs aren't able to attack Rome on the same turn as declaration of war, meaning that AC can whip another archer. With the warrior spying up NW, I can just attack when the archers leave with the settler. Cities are just building workers for the anticipated city boom in the next few turns.

I have a settler spawned at Thebes. I figure I'll do pigs-city first since its more food than dry corn and settle on the PF 1E of pigs where the warrior is standing.
