Thanks for all the ideas on how to use him. I think I'll make him a hidden nationality unit called "Foreign Fighter". His role will basically be to enter a rivals territory and get an insurgency started. I will give him the Enslave tag, so he has the chance to produce a Guerilla after a successful battle.
