Problem with the 3.17 Patch/Python in BtS

Hi. I have been having problems with BtS for awhile, sometimes regarding Python, and other times regarding the latest patch. Right now, I'm having problems with both.
1. Python: I recently tried to add some leaderheads to BtS. I was able to play, but the next time I inserted the disk, it said there was a problem with the application and I had to reinstall it. I took the disk and reinstalled BtS (it never lets me uninstall and reinstall the base CivIV game, so I have to just try with the expansions ) and it worked. When I tried the game again, it said it couldn't initialize Python and it exited the startup.
2. Patch 3.17: This is more minor, so people who want to help me should help me with Python first. What happens is after I install it (this is the third time I've had to do so ) it changes all the roads in the Industrial and Modern Eras to stay the same as they do in the Middle Ages, the Classical Era and the Ancient Times. It also stops me from being able to click all the leader names and talk with them in rapid succession, so I have to exit one conference, and then choose a different leader. When I looked up what the patch is supposed to do, it said that it's for all BtS games not downloaded, but no other info. Thanx

the thing you note for 3.17 is a feature - apparently someone though that the modern roads looked ugly
As for the Diplo stuff - I am not sure but that might also be an intended change.
As for your python errors: what prevents you from uninstalling everything?

Well, the first problem with python was that I would try to play, and it would say "Initializing Python" and then it would give me a pop-up saying "FATAL ERROR! Failed initializing Python. The Application will now exit." I don't know why it's given me this. I don't know if Python is what's preventing me from uninstalling the base Civ4 game, but for some reason, when I go to Control Panel, and then Uninstall a Program, and click Civ4, it starts normal, but then provides me with this:

An Error (-5004: 0x80041f42) has occurred while running the setup.
Please make sure you have finished any previous setup and closed any other applications.
If the error still occurs, please contact your vendor: Firaxis Games

I was able to uninstall both Warlords and BtS without any issues. Just The base game has been the problem. When this came up, I was not running anything but the uninstall center. Firaxis had nothing on this issue, and when I clicked report, there was nothing of help.
