No they don't, they are of the Hunter/Invisibility line. Hunter line is not considered Military.

Generally, merging and splitting are just for military and transport units.

This is exactly why I wanted you to get some play time in with SM. I'm thrilled that you have been able to properly diagnose this.

One thing to add, Koshling, there is a display note on hover information (not sure which hotkey page exactly) on units that cannot merge. The establishment of this prohibition on some units is delivered by their combat classes. The note is most easily seen in the pedia for the unit when you scroll down to see the individual combat class factors.

Stealthy units like hunters cannot merge because as a larger group they are more easily spotted and cannot split because as a smaller group, they lose effectiveness. (There are also domino effect game balance issues with letting them merge/split. Such as enabling them to easily counter the threat from criminals and strike teams that also cannot split. And making it possible to build such powerful hunting groups that they can take down barb cities because barbs cannot merge any units.)

Hunting larger groups of animals presents some issues when hunters can't merge, but in the coming version cycle I hope to introduce a new dynamic that helps with that. Wanted to do it this cycle but a yearlong cycle only allows so much development unfortunately.

(All same promos is not a prereq for enabling a merge. Only differing quality levels can cause this to be an issue.)

Ah, I had to explain this one to @JosEPh_II before...

I know in earlier versions used to be possible to create a super-powerful hunter type unit, but I'm pretty sure he restricted it.
One, unit building restriction wise, you could compress 3 'Hunters' that had a limit a 5, into 1.
You could continue doing the 3 condense into another 3, eventually, the 5 limit cap of hunters would stop you but theoretically after you reach it you could have a fair amount of base size hunters after you decompress them.

That last line being the maximum amount of hunters you could have after you decompress them.
