PROPOSAL: Split Sanctions resolution into Diplomatic & Economic Sanctions

after all, CS do represent the majority of the world congress

In terms of voting power I actually rarely find that true, I usually have more votes from other sources.

I do conceptually like the idea that CS influence drain is increased.
 
Sanctions should not ban a civ from trading with vassals and (allied?) city states, or remove franchises from them. These make the economic sanction proposal much stronger than the existing one.

I actually prefer to be hit by the old sanction rather than any of the proposed ones.
 
Wait so are we buffing or nerfing sanctions?
No idea, I meant give greater diversity of options, which it can be accomplished without nerfing or buffing

I just giving raw ideas of what can be done, and they probably need lots of adjustments before they can be implemented
 
Not sure if this is still in the works, but I had a few thoughts on sanctions after some experience in my current game, thought I'd post here instead of in a new thread.

I do not see why open borders are part of sanctions right now. In my current game Indonesia held an important strait between two large continents. Morocco with their obscene number of votes proposed to sanction Indonesia, and suddenly I need to sail all the way across the continent :/
Next round Indonesia gets the chance to choose a proposal - and instead of repealing their sanctions they choose to impose sanctions on Morocco :lol:

In particular, regardless of whether the split is created or not, I strongly espouse a suggestion that came up in this thread - diplomatic trading (OB/DP/luxuries) should be allowed with declared friends. It makes sense intuitively and yet is enough of a hindrance because having more than 2-3 friendships is impossible. The friends anyway likely have a large diplomatic malus with most civs for being friends with the sanctioned civ.
 
I was thinking about this the other day while playing. I like that sanctions hit so hard even though it's wrecked several of my games. But they are so overpowering they should be harder to pass. Would it be too difficult to make it so that 50%+1 of all possible delegates have to vote "yes" on a sanction to pass it? On the other side, a simple majority of delegates voting on that particular resolution could vote to remove them.
