Back up all essential files,
Us 'Add-remove programs' to Un-install the game and all assoc files,
Clean your registry of all CIV3 stuff,
Do a reinstall of CIV3 and PTW (if you have it) with assoc patches, etc.
This clean version will hopefully fix things.
Also check to make sure you have 'smoothing fonts' on.
(right click on desktop to bring up display settings)
