What is the new deadline for submitting qsc? It was the 21st when the game started on the 1st, so it should be around the 5th. Is that correct?

Sounds about right, I think 20 days was always the rule. In practice we've been allowing submissions to continue until the next game starts. That's my fault, because I haven't automated that page yet, and I'm not good at doing manual updates to a timetable.
