I played plenty of games, mostly for Germans, i managed to make my empire solid or stable for early medieval part of the game without any troubles, but i'm quite unsure how to proceed after medieval to avoid negative civic stability.
What is your favorite way to avoid negative stability after medieval era, then with liberalism/democracy?
For some reason my civic stability drops from positive numbers to negative usually it stops around -20 later around -30, this shouldn't be problem either, but combined with negative stability from expansion my empire is going to be unstable or even worst.
Any hints? :)

Thanks for your reply. I already red the stability guide (actually multiple times), and i believe i understand the principles, BUT the stability guide isn't fully updated, i know it because i red some python scripts, and not always the guide matches the latest version (i'm playing BTS + RFC both latest versions).
So that's why i'm asking here. I want opinions or methods, no links to manual :-) I would like to read all the RFC mod scripts, but it's almost without comments, i'm not exactly master of Python.

Nowadays I play the DoC modmod, and civics strategy is different there. Don't remember much of the old system except the expansion civics category (which is the same in DoC). In expansion you should generally run resettlement if you're founding lots of far-away colonies, and viceroyalty if you have lots of vassals. However as soon as occupation is available, switch to it (unless anarchy runs the risk of collapsing your empire), and then capture cities. The stability boost from capturing cities under occupation is generally greater than founding those cities yourself under resettlement.

If you're doing that bad, especially with an expanding Germany, maybe the reason is you're running Bureaucracy or Representation. Both can give heavy penalties if you own many cities.
 
What do I need to do diffently to achieve the "control the Balkans, Black Sea, and Mesopotamia" UHV for the Ottomans? I thought it meant you had to own three cities in each, but I'm still not getting it?


EDIT: I can't upload a screen shot for some reason. I have Baghdad, Iskenderun, Kudus, and Ahwaz (2 E 1 S of Baghdad) in Mesopotamia. Atina, Dirac, and Bosna Saraj in the Balkans. Istanbul, Trabzon, and Kilia on the Black Sea. What am I missing?

Indeed, it would appear attaching stuff is broken on this forum. I've hear several complaints today.

Check the RFC Atlas to find out what areas actually qualify as those regions.
 
Ah. I had tried to find that on google and couldn't. It would appear I need four cities on the Black Sea, not three. Thank you!

EDIT: Wait, but that's not a map of the names... is there even a map? I don't understand how the game knows which tile corresponds with which city name.

But where would I find the RFC Europe city name files? They're not in the citynamemanager file like the regular RFC.

- Fully playable Babylonians (which now appear in 2000 BC, instead of 3000 BC, and have changed UHVs)

- Playable Byzantium (with a minor glitch)
- Fully playable Holy Roman Empire
- Fully playable Native Americans
- Fully playable Zulu
 
I have another (stupid) question, i red some promising news about RFC for Civ V development, and i would like to offer my computer skills to help with development of this gorgeous mod. I tried to contact Rhye via email few days ago, but he is probably busy or tired answering similar questions again and again :) Anyway could anyone of you point me to right direction?
 
I noticed how at some point in the game whenever you build a new city it will have a few buildings already built and will have a population of 3 instead of 1. Is there a certain technology you get that triggers this or does reaching a certain era trigger it or what?
