The workers speed is 50% in anarcy and 150% in democracy. Double for industrious civs, and when you get replacementparts, divide by 2 for foreign workers. Thats it I think.
But..
When you assign a job to a worker, he does the first turns job at once. The next turn, he waits until the very end of the turn.
1 industrious worker in democracy build a rode right away.
1 normal worker in democracy needs 2 turns, but it might look like 3 since he will finish after you hit next turn.
1 worker needs 4 turn to irrigate in monarcy.
2 workers needs 2 turns.
3 workers also needs 2 turns. 2 workers will be unemployed the last turn, but they would not notice that before its too late. If you set a new worker to finish their job the 2nd turn, all 3 will be free to do something else the same turn.
