Age also dictates how close together these are. Young worlds tend to clump the mountains and grasslands together. Medium is a mix of the two, and in an old world it tends to me more plains/grasslands and less mountians/hills.

In the culture flip formula it starts with a value equal to the number of it 21 square radius in another border + number of foreign citizens (2*revolters). Does that 21 square count even if it has limited culture and hasn't expanded yet. Plus does it mean if I have a city without foreign citizens (or with foreign citizens or expired civs) and it can use all 21 squares, it will have 0% chance of flipping, regardless of the other factor involved?
