I have a technical question:
When editing a post, a footnote appears saying you did so ("last edited by...").
I´ve seen that there is obviously an option to add ("reason:...") to that line. How do I do that?
Right above the Title part in the edit there should be a box for 'Reason for editing'.
In some mods I see gold diamonds on some squares and marble columns on others. What do they signify?
Second question: How do I ask a question without busting in on somebody else's thread? Can't see anywhere to post otherwise.

How does Tourism work?
From searching the forum I figured that it kicks in 1000 years after a wonder is built and adds an increasing amount of raw commerce to that city. But how is this calulated exactly?
The icons can represent whatever resources the mod maker want them to.

Gold diamonds are landmark terrain.
Marble columns are victory point locations.
I don't have time at the moment to explain those in more detail.
OCN is not a "working" number. It is a static number that is fixed, now your 'city count' thats important.
But to answer the question, the city count simply counts the cities under your control period. Flipped/conquered to you or lost doesnt matter. Only matter is UNDER YOUR CONTROL.
That's not exactly accurate. The OCN is semi-static. It can be influenced by the Forbidden Palace, Secret Police Headquarters in Communism, and Commercial civs.
What is the OCN for?

I was browsing throught the Civ3 utility section and found an OCN calculator but according to the posts, there seem to be some discrepancy with the formula the utility uses.

According to the quote, courthouse & police station make a difference to the 'city count'. I've always avoided building a courthouse in my capital because it did nothing useful as far as I saw.

Optimal number of cities = the number of cities that actually adds something to your empire...
No a courthouse in your capitol does nothing! Because corruption in your capitol = 0. Courthouse and Policestation lower corruption ... but you cannot go lower than 0....
However... If you add a courthouse or policestation anywhere else it actualy lowers corruption there. Therefor any city which is say 50% corrupt will with adding a courthouse and policestation only be say 30% corrup (figures might be wrong), thus adding more to your empire.
Each city you add over OCN adds corruption too your allready excisting cities (if I am right) so at one point where you add a 200% corrupt city (which will give you only 1 shield and 1 commerce EVER max! may actualy cost you (over your whole empire) 100 shields and 100 commerce. (extreem example and again numbers may be wrong)
This is the point where you start considering communism as an alternative and you DO need Courthouse and Policestation in your capitol when in communism, so make sure you (nearly) have both before switching.
+ As soon as you are in Communism build the Secret Police Headquarters (SPHQ)
This acts as a second FP
On the forumaly, if you look closely you will see that its calculating NOT OCN, but Nopt.
Or the courthouses have an impact on Nopt not on OCN
CH+Police still has zero effect on the Capital, even under Communism - the Capital is ALWAYS 0% corrupt regardless of Govt.
Also, in C3C, the corruption formula means that the cities with the FP and SPHQ will also be 0% corrupt with the addition of a CH+Police.
The max corruption in C3C is capped at 90%, and CP+Police will both knock 10% off the capped figure. Though please correct me if I'm wrong on that one.
In addition, WLTKD will also significantly reduce waste (lost shields) in any city, though it won't affect corruption (lost gold).
I am pretty sure that CH and PS take 10% from the "original" and not the capped corruption...

eldar is correct (for C3C).
Adding more cities won't make closer cities more corrupt unless you're in communism.
Separate names with a comma.
