Tim is right. I would estimate that 80% of the time, it is best to settle in place. Move the Worker (and Scout, if Expansionist) first, to see if there is a better place within 2 tiles. As a general rule, I would say *never* spend more than 2 turns moving before settling the first town; rarely move more than one tile.

When I discover steam power (I think it is) my workers begin building railroads even though they are set to automate without altering. I even tried to remove the railroad improvement once and then none of my workers would automate any task. How can I keep them from building railroads where I DON'T want them? When I play with my friend, railroads can be a very bad idea if he becomes powerful enough to invade.
, how do I get the game to use the folders in my senerio. I'm not sure how to do this (and after playing the game for some time I'm finally deciding to build a senerio) with the editor. The editor help file touches on this but is vague and don't want to go around in circles (I do that enough at work)
