How do I ever start (and win) a war a with the AI, while playing at the Deity level, when the AI greatly outnumbers me and is full Age ahead of me in the technology race?

I've noticed that I, invariably, get bogged down when researching Monarchy and/or Republic. It always seems to take a full 40 turns (unless I really push the tech budget). Which other techs require this level of time and money, and, conversely, which are the least costly techs?

As noted earlier, I get bogged down when researching Monarchy and/or Republic. I am thinking of forgoing research into these techs. Additionally, I am wondering if it is wise to research those techs that do not have a practical benefit. For exmaple, Mysticism and Polytheism do not result in a resource appearing on my map, nor do they lead to a city improvement. Might it be better strategy to merely purchase those techs instead of taking the time to research them? I've found that it is when I do reseach those techs, that is when I begin my precipitous fall behind the AI? Any suggestions or comments?
