When you complete a wonder, an in-game check is made to see if you own wonders that match all your traits. If all traits are matched, you get a GA (as long as you've not had one already of course). It doesn't matter who built the wonders in the first place and it doesn't matter if the wonder that you've just built doesn't match either of your traits.In my last game (Babs/Emp) I have captured The Oracle and The Great Library from the Japanese. When I finished Sun Tzu's, suddenly my GA kicks off. I wasn't the one who build the Oracle and GL, and STAW definitely doesn't correspond with my traits so I was surprised. Why did this happen?

In truth, there is a little to choose between Republic and Democracy. Slightly lower corruption and faster workers vs. less WW and better unit support. The main problem is that Democracy comes too late.Ever since I started playing this game (two years ago) (and once I learned a few things myself) I figured the best government is Democracy. This, obviously is an opinion, but I think Democracy is MUCH better than Republic. So much so that it just boggles my mind to see so few members advocate Democracy as being the best government.
This is simply wrong.In my experiences: 1) republic's corruption is much worse than democracy's, and many times it seems to only be a tiny step better than despotism's corruption.
And so are defensive armies. Republic supports a an army better than Democracy, especially as your cities grow.2) I have always needed to support a fairly large army, even though I don't use it (defensive,) and republic's 2gpt unit support is just way too much for my economy.

There's no zipping involved. Just save the modified .biq file to your ..\conquests\scenarios folder and then 'load scenario' from the main menu. This assumes C3C. Vanilla and PTW have their own scenarios folder so you need to make sure you are putting it in the right place.Where should you zip mods to on Civ 3? Mine is already saved, now what?

Could be a number of things. Maybe your army is too large for just standing around? Maybe it's large and outdated? Maybe you can look to use your ability to trade to keep the AI happy rather than have a huge defensive force and rely on your power rating (which is not solely based upon your military strength) to deter attacks? Maybe you haven't got enough cities? Maybe you haven't invested in enough workers to build those roads to ensure that you are getting the commerce bonus? How about setting up a thread with a save, inviting suggestions?That may mean it is too much work for me (at my level of play) to have the needed infrastructure for the republic to actually work, I don't know...
Well as vmxa has already said, you can get away with a lot on the lower levels but play a Deity or Sid game and see what seven turns of anarchy does to you! Then again, if you use Monarchy in a peaceful way at this level, the AI will probably be out of sight already and so you may not actually notice any difference.I realize it takes two revolutions to go republic (or monarch) then democracy, but, really, if by the late middle ages, 5, 6, or 7 turns anarchy is gonna kill you, then you aren't doing well enough anyway.
Have you got the Show Wonder Initiation Pop-Up checked in the preferences? It will let you know when civs that you have met are starting to build a wonder. I'm not sure if it is also needed for the info that watorrey mentions as I always play with that setting on anyway.OK, I have one more question. Whenever I build a wonder it always says that it can't be built anymore. Is this because only one country can build that wonder. I got really angry when I was 3\4 finished building the TOE and it said I can't build it anymore. And then it switched to a police station which lost me a few hundred shields.
