Yes, but for me, usually I find myself forgetting about military and just building improvements. When I need to war, I will ramp everything up, but in between, it's easy for the AI to build up their forces and take a few cities.

I usually keep units in my inner cities (not as many as on the borders, but still quite a few) so I can reinforce whatever position is necessary. Some fast unit's maybe in case of surprise landings or something, but inner cities are not defended. No need.
