Put the Leader into the city where you want to rush something.
Then click on the button on the Map Screen that says Rush Production. (Make sure you are building the desired wonder/unit/building FIRST.)

Unlike great wonders small wonders can be built any number of times, you can only have one at a time though. So, if you build your Forbidden Palace or Military Academy in a city that isn't where you want it later in the game just abandon the first location and you will get the option to build another in any new location.

I was saying that, meaning that you can only build it in 1 city, showing that it's not just an Imrovement (which you can build many of). I was not meaning it in the sense that you are...

How come my only spy options are "steal a tech" or "investigate city"??
Is it because I'm not in Communism (vanilla)?? If not, what am I missing??

I want to try and flip a city via propaganda.
I need to plant a spy?? I've planted a spy in other games, but it is an infrequent event for me and I can't remember how I did it and I can't find the right keyboard key or mouse clicks to do it in my current game.

Yeah you need to plant a spy. You need espionage and I think a Intelligene Agency? I'm not sure. But at the side of the box at the corner of your screen there is a small E. Click it and it will bring up the espionage screen.

Have espionage and the Agency. I click the E, and my only two options are "steal a tech" and "investigate...."

You need to go to the esiponage screen choose a civ then click the option plant spy. There are then the choices of immeadtily carefully and safely or something like that. Choose the most expensive one because you have the best chance with that/

Sorry to be a pain in the arse, but I don't get that option when I choose a civ.
Do I have a spy already (I don't remember being successful at planting one)?? If yes I do have a spy, back to the original question of why not more than two options.

ok go to the espionage screen, choose a civ.

above the possible missin choices, there should be two options diplomatic(or something like that) or spy. Select spy.

This is when the option to plant a spy becomes available down in the missions section, I am using PTW so maybe screen looks different in conquets, but you gotta make sure to switch from the automaticly opened diplomacy actions and the spy actions. Hope this helps

Just trying to get some spy experience and I wouldn't mind if they declared war on me (to spice things up) -- I shouldn't have any trouble winning the space race.

Does the AI go for your capitol like the human would if they were about to win the space race?

No the Ai won't go for your capital it's too stupid. I can't check the save cuz i can't find my old vanillla civ.

I've just looked at your .sav, and I've just realised I haven't played civ3 all that much since I got PTW. I had completely forgotten how the old espionage screen looked!

This is what I get for the espionage screen :

You haven't got a spy yet, I can see that from the space race screen :

You've definitely built the Intelligence Agency, I can see it in Onamia :

So, I'm stuck, looks like you should be able to plant a spy, but you're not being given the option!

Ha, I've just worked out how to do it! Right click on Onamia and select "Conduct Espionage" from the popup menu. Pretty unintuitive, I can see why they changed it in PTW!
