Is there something funky going on with citadel placement, or is there some rule I don’t understand? Twice in my current game as Francs I’ve tried to place a citadel in the borders of a nation I’m at war with (Indonesia and the Celts), adjacent to my own border, and the “build citadel” button has been grayed out. When I hover over the icon it doesn’t give me any information about why the placement isn’t allowed. Any idea why this is happening?

It has to be within your own border. It then expands your border to incorporates all the non-domestic tiles adjacent to the citadel.

Actually you can also plant citadels in unclaimed tiles. You have to control a tile next to it though. However, you can never plant a citadel in enemy territory, regardless of whether or not your own territory borders it. The wording about this isn't very clear though

I figured that was the reason, but the CBP wiki says:

The Great General can construct the special Citadel improvement. In order to Construct a Citadel, the Great General must either be in your territory, or on a land tile bordering your territory (even if this land tile is in another nation's territory!).

so I thought maybe it was something else, haha. You could do it in adjacent enemy land in vanilla, right?
 
@Blue Ghost Hello. I have something to ask you. I don't remember which thread but you said something along the line of "playing on the level between King-Emperor". Would you like to share that modified level with me? I felt Emperor is too much for me to handle but I also went too smooth on King level except when being surrounded in three separate war-front. Which file I need to modify those difficulty level? What kind of value I need to change? Is there any uh.. I think it's quite vague but, programming needed? Thanks in advance.
Community Balance Patch/Balance Changes/Difficulty/Difficulty Mod.xml. All the settings for various difficulties are there, and you can tweak the numbers however you want. I edited the numbers on King to be closer to Emperor.

AI inflation no longer have any effect.
Advanced starting points maybe has an effect on ressources around the spawn point, but I'm not sure.
 
Citadel (Vanilla information)
Instantly annexes all nearby tiles into your empire's territory. (Must be constructed on a tile within or bordering your own territory. Will NOT annex an enemy city if placed adjacent to it, but will damage all units within it, including aircraft!)
 
I don't remember vanilla, but as you can see in CrazyG's post above, you can do it on an unclaimed tile adjacent to your own territory.

Got it. I'm just pointing out that the CBP wiki (which may be totally out of date!) specifically says that you can place it in enemy territory, so I guess that is an error. That's all - thanks!
 
Whatever the version of VP, if EUI is on, I get a annoying bug.
When I launch a Missile from a Nuclear Sub or a Missile Cruiser, the number telling how many Missile remain loaded doesn't decrease.

Is it a known bug? Is there a fix?

Sup, question regarding Iroquois and roads. Basically, can a one tile road connect two forest, which then goes on to act as the Iroq UA road? I tried it and it worked, but upon reload it didn't work, so I'm not sure if I'm seeing things or mis-remembering.

It's been few patches since I played them but as long as the forests in question are in Iroquois territory then linking them with a road should work.
 
So I just took Hiawatha's capital and he's wanted to make peace for a long time, and now I want to offer him vassalization. He has Bismarck as a vassal, and I don't even have the option to take liberation as a war goal.

How can this happen? I don't recall if it's been 50 turns since Hiawatha vassalized Bismarck (if that even matters). He only has two cities left.

Liberation would occur only if you made Hiawatha your vassal, but Hiawatha doesn't have to accept vassalization, unless you've hit an 85 war score (which seems unlikely, given that his peace offer is so low).
 
that is exactly that stupidity i have talked about in version thread. after certain point, your( or rather their) peace value drop from thousands to hundreds, while values of tradeable objects remain in thousands value. capitulation is impossible ofcourse, because you can not vassalize master of another vassal and so, your best chance for getting some valuable peace treaty is not going by hiawatha, but rather try ask some peacefull and rich enough civ, which can be confident in peace treaty between you two. most of ,,advanced'' negotiation options require you having an embassy, which is stupidity itself.

I have 100 warscore, I've taken his capital and three other large cities and also taken Bismarck's capital and three other cities from Bismarck, and also I razed at least 2 stupid late game cities of Hiawatha's. We've been at war for like 50 years or something.

capitulation is impossible ofcourse, because you can not vassalize master of another vassal.

But I can't even liberate Germany, probably because Germany is smaller than he was when he was vassalized?
