Huh. Is it tech-locked now or something? Can't get it to fire in my latest game. Do you know the conditions?

I've seen it in the recent month of playing, but it seems rare.
Possibly linked to compass/caravels.

I like going wide and I like playing warmongerer.
I have the most fun when I am getting lots of social policies and settling lots of Great People
There is something satisfying about having 10~ cities working lots of nice tiles.
I also love going for multiple monopolies.

Emperor is still a big challenge for me, so I have been playing Ethiopia and Poland on Emperor a lot, they are strong but do not have that much flavor.

Any suggestions as to which Civ I should play next?

I think the best civ for you could be: CHINA
1. China's UA: You can go wide with China thanks to her UA.
2. China's UA also provides food and culture, therefore, more policies and specialists (for GP).
3. China's UB provides gold, science and culture, it can support your wide gameplays, as well as your unit maintenance. (Also, build market's line)
4. Having lots of luxury resources for your monopolies helps China's UA (The "we love the empress day", additional growth)
5. Chu-ko-nu will give you powerful ranged units to support your wide empire, as well as your battle.

Another is The Netherlands, I won't give much info, but if you wanted to ask, just tell me.

To me, you're asking for France or Polynesia. You might enjoy Rome and China too.

With a right choice of pantheons and religious beliefs, you can play the Celts and Byzantium.
 
Polynesia is a really fun wide Civ, that plays a bit differently from the norm. You're the Pirate Captain - find isolated City-States and pick them off before anyone else meets them, avoiding Diplomatic penalties.
 
at what production percentage can you no longer invest gold in building a wonder/building? and does investing gold in the middle of the building/wonder yield as much production as if you had done it at the very start?

The rule is "if investing would get you over 100% completion, it is forbidden".
So without special modifier, you have to invest before 50% completion for buildings, and before 75% completion for wonders.

You can't invest when the remaining production needed is lower (maybe equal as well, not sure) than the cost reduction that investing would provide. It's usually at 50% remaining for buildings and 25% remaining for wonders. Industry's Division of Labor increases them to 60% and 30%, respectively. Babylon's UA affects it to 65% and 32.5%, respectively, and stacks with Division of Labor.

It doesn't matter when you invest in a building or wonder, as long as it is before the remaining percentage left is lower than the investment's cost reduction potency.

I am 100%+ with everyone else.

You also need to have an ideology, have your population content with that ideology, and build the Citizen Earth Protocol (unlocked at Telecommunications).

You might if you fear spies stealing your gold, or if a CS quest is about to put your production above the threshold for investment. But, as a general rule, avoid investing until the last moment possible.

Ouch a bit of a drag but thanks.
Guess it'll be faster to just eliminate the rest, lebensraum and great generals helps at this stage.

What's the point of that for regular buildings? To prevent accidentally waste of money when production is over 50%?

This is to avoid a human exploit. The excedent production after an investment was used for rushing settlers, allowing that cities to keep growing. AI was not able to do the same, so it was forbidden for hummies.

Its not obvious, but using investment to manipulate what you spent hammers on was an extremely good strategy that human players really abused.
