I stoled 3 hex to a CS using a great general and citadel, one of the hex had a gold mine; about a hundred game turns after, the hex with the gold mine returned to CS; how can that happens? I'm sure the CS has not used a great general/citadel. I was knownledge that only US civ can buy other players hex.
If you have the save from before, you could do a bug report about it.
The only way I know of this occuring would "you capture the CS, and somebody else free it".
 
Actually it was a CS taken by Venice AI, I stoled the 3 hex in that condition, then I did free the CS and then the hex with gold mine returned to CS.
 
If i am putting production of my capital into the treasure fleet world congress thing, and bully a minor for resources, will it be applied? Im asking because the number of resources ive added doesnt increase when I mouse over the icon, however I wouldnt be surprised if that counter is increased the next turn (and id assume that whatever the answer to this question is, it applies to all similar cases that may pop up)

edit: I tried it, and the project coincidentally ended the next turn so i was able to load a save and test. Yes it does get applied :)

Does gifting things to the AI do anything, relations-wise? In particular while they are denouncing you. Even if it doesnt help with relations, does the AI evaluate starting a war based on trade agreements? That is, if I gift them X gold per turn and some luxuries, are they less likely to go to war simply due to fear of losing that agreement?

Can't say if they "fear" losing the gifts, but gifting gold and luxuries helps in relations with the AI. If you really want to befriend someone, you have to share their antipathy towards others. Denounce the same people, declare war on them at same time, stay open borders and have trade routes. Often DOW from AI's have only the target to impress other AI's , so they do the same.
If you didn't already do this, activate "transparent diplomacy" in the game setup, you will see all the positive and negative modifiers and their strength. This helps getting used more with diplomacy.

Any ideas on how to fix this issue? I've ignored it for a while now, but I want to start inciting wars again.

The first step would be to report it to GitHub.

This is normal - if the AI can’t go to war but wants to it’ll insult and attack like this.

Has anyone witnessed the AI responding with immediate DOW if choosing the snarky reply in the last couple of versions though? I haven't FWIW.

Here's the thing though, they NEVER declare war, even if they're someone that's outpacing me militarily and have friends. Maybe about a year ago, they'd DOW even if I was miles ahead and I understand they probably had to be tweaked for that. But now, after trying dozens of times to force them to DOW, I haven't gotten them to bite once. Is there something I'm missing? They seem impossible to piss off through the talk screen that way.

Try reducing your military rate per city. You'll look weaker, they'll attack.
 
2 Quick questions :
1- With the last patch include with Magnus Mutatio modpack, is it still Multiplayer "not that friendly" with desync problems ? (the one who freeze the game, not just reloading the game automatically).
2- If yes, what is now the best game setup to nullify or reduce the desync problem ? (Still a barbarian problem, so with No Barbarian ? Or it's a new problem ? I'm not up to date with the MP issue)

Context :
We tried the January version with barbarian, 2 players and 4 IA on quick, we experienced 3-4 resync from T1 to T25, and one desync freeze on the 25th turn (desync freeze with game crash when my friend went out from the game).
Game Setup with Barbarian On (normal, not chill), no events.

No. This means that I'm certain that AI will attack you, snarky replies or not, when it sees weakness. If DonStill wants AI to attack him, instead of insulting, or in addition to this, he could lower his military rate (less units or more cities).

Could be, but it could also be a bug; I remember seeing DOW after snarky replies fairly often about a year ago but not since then.

The problem is not that AI does not attack in general, the problem is (supposedly) that while in the past there was a chance that AI declared war on you when you insulted them after their demand, now they talk dirty to you (hmm, sexy!), but never actually declare war.
