Yes, this exactly. I used to be able to get them to DOW me regardless of my military. Now, even with a terrible military rating they won't bother coming after me and I rarely try to make friends so if anything they'd get a diplo bonus with everyone else for doing it. It feels like it was roughly a year in patches worth ago that I used to be able to do this.
I think the easiest way to provoke DOWs is declaring war on CS repeatingly. I've abused the former Denmark gold for city attack ability on CS, immidiatly making peace after my scout attack to deny any retaliation. I took a look and there was in fact a bad bool. I’ve fixed for next version. In the future, though, make sure to make a github report for issues so I don’t miss them.

They indeed carry over. I don't think there is a resource that doesn't have overflow but I believe there are limits to overflow in Science (to prevent weird bugs like multiplying your beakers with Scholars in Residence).Do golden age points carry over? There is a limit to how production you can carry over. If you just finished building something that costs 120 hammers, you can only carry over a max of 120 hammers.Do golden age points carry over? I keep reading about eh communitas map script having issues with resources. is this still true? (I mean the one that comes with VP)
The resources is something I'd have to work on for a bit before updating, because ideally I want to make it where resources spawn in the right climate. For example, oil should be in the subtropics and boreal climates primarily, horses in temperate and subtropics, iron and coal primarily in hills, coffee in the tropics, etc.
