Afaik it was changed at one point, because having 4 fort and 3 citadels linking a 7tile gap was deemed to strange or something, I don't remember the exact reason
 
Can an Atomic Bomb be intercepted by enemy fighter planes? If I remember correctly it was possible in previous versions of the mod, but in my recent game a bunch of my promoted fighters on interception mode weren't able to shoot down an enemy Atomic Bomb that hit their city.

yes they can. Remember a few things about interception:

1) It is a % chance, so depending on your promotion you may have less than a 100% chance to intercept. Ultimately only 1 interception chance is checked (and weirdly it is NOT always the highest one of the list available).
2) Interceptions can be consumed by previous attacks and air sweeps. So if your intercepting unit intercepts a bomber lets say, its interception is consumed and it will not stop the atomic bomb drop.
 
Fun fact : if you failed to intercept an enemy bomber (for example), you still consume an interception.
 
Do I pay maintenance for the buildings in puppeted cities?

I think you pay full maintenance for puppets, and sphere of influence never block trade routes to CS.
 
Generally, is it better to build an arena before a barracks, forge, or armory so those buildings immediately get the +2 Production bonus? In the same way, is it better to built baths before amphitheater, garden or temple?

If you haven't build any of these buildings before it just depends on whether you prefer the base yields of arena over another of those buildings, because the time to get to the extra 2 production remains the same.

But would it be better to go arena first so by the time you are building a barracks you have an extra 4 production helping?
 
If you have no barracks, armory or forge, the arena yield no production. If you have an arena but not a b-a-f, you have no production either. Since the barracks and arena are the cheapest, I'd say build whatever between barracks or arena that is better now, then the other. If you have lots of worked mines (especially iron), forge first then arena and barracks.

Not supported because a ship could get stuck on a land tile.
 
Question about the Pantheon Belief God-King which reads:
"+2 Faith and Production in Capital/ Holy City.
+1 Culture, Golden Age Points, Faith, Gold and Science in Capital/ Holy City for every 5 Followers of your Pantheon in owned cities."

For the italicized portion of the description of God-King, is this calculated per city or globally?
Say I have four cities with this pantheon.
  • City #1 has 6 followers
  • City #2 has 4 followers
  • City #3 has 4 followers
  • City #4 has 1 follower
Would I receive +3 yields in my Capital or +1 yields in my Capital?
 
I have found that VP has useful toolitips and also additional hotkey commands like Shift + Right Click for example. Where to find full list of tooltips and VP hotkeys?
