They do, but only when adjacent to water (lake count). So not in this case. However, a citadel adjacent to water with a fort adjacent to water does form a canal.So Forts + Citadels don't form a canal anymore?

yes they can. Remember a few things about interception:Can an Atomic Bomb be intercepted by enemy fighter planes? If I remember correctly it was possible in previous versions of the mod, but in my recent game a bunch of my promoted fighters on interception mode weren't able to shoot down an enemy Atomic Bomb that hit their city.

If you haven't build any of these buildings before it just depends on whether you prefer the base yields of arena over another of those buildings, because the time to get to the extra 2 production remains the same.Generally, is it better to build an arena before a barracks, forge, or armory so those buildings immediately get the +2 Production bonus?
