Yeah, but he didn't say "another", he said a "neighboring" nation. A "nation" (as distinct from a state) can neighbor territory that is not governed by a "nation" (or a state).

A "nation" in specific contexts like this is a subset of a state. I don't think many people would honestly argue Palestinians are a subset of the state of Israel. I think the layman's usage of the term nation as synonymous with state was a fair interpretation of his post.

Okay, fine, set me straight: should Palestine be a sovereign country?

For all intents and purposes, Palestine is a "state". But that doesn't imply anything -- by saying that, I'm merely allocating a geographic region to the name Palestine.

I think, should the area become stabilized and the militancy of the region reduced, then sure, Palestine should be a country. Its just too unstable at the moment.

Doesn't really matter. States have bordered territory that is not claimed by states for a very long time. Take Bir Tawil, for instance - and that's just a modern example.

Israel investing billions of dollars into defense (shelter, early warning system and anti rocket capabilities) means that less Israelis would be killed by it, but it does not nullify the intent of HAMAS to kill.
