Perhaps you are good to your neighbors, and the AI wants to show its gratitude? So it sends a herald, and gives you gold or tech or whatever. This is incentive to different methods of play- for example agreeable as compared to aggressive, and sets a precedent for ongoing good rapport and RELATIONSHIP development.

Also, something unexpected happens. A massive flood. A huge hurricane or earhquake. Or perhaps something less dramatic, but equally intriguing, like a messenger from a nation unknown and undiscovered and unanticipated. Perhaps the barbarians have developed a society.

Or, just something out of the ordinary. A magical and surreal barbarian class race, who, if you mess with them, curse your civ with horrible weather and just bad kharma generally, or if you are amiable it does the opposite.

If someone wants to win through diplomacy, this would be fine in the lower levels. Of course, the point of the game is TO WIN, not to be nice for the sake of being nice.

Civ is a role playing game. So it is legitimate that you will want to show friendly with some civs, for example if they are kind to you or help you in a war, or simply if you lack of friends, or dream of a "great secular cooperation". So it would be cool that the AI is implemented with "sympathie recognition" stuff. Like the attitude and the reputation, but with pronounced facts, like gifts, gifts, and gifts. :D

Right there, Crimso has pointed out THE greatest flaw in both the game itself, and many of the people who play it. The idea that a truly satisfying game is the one in which you beat down all your OPPONENTS, in order to become the absolute winner. I would much rather see a game which focuses on what Naokaukodem describes is the ROLEPLAYING element of the game-where you forget about WINNING for just a few minutes, and do something which just seems like a 'nice thing to do'. Of course, thats not to say that you can't build extra benefits into it via the victory and diplomacy systems (beyond the pointless UN victory condition) but it should also be viable from a purely RP perspective.
I think part of the solution to the problem is to NOT have the end-game determined when a single player achieves a single victory type. Instead, have the game end at a variable time-either after a set date OR once a certain # of civs achieve a required culture/tech/economy threshold, and then have all the victories tallied seperately-with the ultimate winner being the civ with the MOST victories. This way, even if you are not the WINNER, you could still take great heart in knowing that you won the economic and diplomatic portions of the game. In addition, you could also introduce the concept of Allied victory (strength in numbers) to encourage a more co-operative style of play.
Oh and, as for Crimso, I think he is just downright rude.

Sort of like what the USA has been doing an awful lot of, eh?

Other than invading other nations, I mean, lol.

I actually like the idea of sending "relief aid" in order to garner a stronger international reputation.

I think the issue still comes down not to adding a new "be nice" feature, but making "be nice" into a victory condition.

The real world isn't all about conquest. If it were, then we probably wouldn't even be here. We'd probably still all be Romans, if not Mongolians.
