Eleanor/France [13] (12+1) Gonna echo what @bengalryan9 has said: Eleanor is getting a hard time here. As France, she is designed to do two things: build wonders, and amass Great Works. And from my experience, her AI does both. This activates her Loyalty-flipping bonus, and often puts her ahead in Culture by the mid-game. Okay, I've never seen her threaten an actual Tourism victory (unlike Pericles, Gorgo, or Pedro). But as AIs go, she is definitely one of the harder nuts to crack. If you spawn near her on Deity, you *will* lose cities to 'Court of Love'. My answer is to pre-emptively rush her with Crossbowmen & Horsemen before she has time to get her Loyalty effects going. The very fact that she forces a change in strategy demonstrates that she is not so bad as some think.

Wilfrid Laurier/Canada [0] (3-3) ELIMINATED. Time to put poor Wilfrid to sleep. Consistently a sub-standard performer. His bonuses are dubious even in the hands of a human player, let alone the clueless AI. Also one of the easiest AIs to bankrupt, since he values Diplo Favour so highly.

Kristina/Sweden [4] [7-3] Having Kristina in the game is a huge boon to the player since she strongly values diplo favor. Sell it to her at a premium - she still can't do anything in congress with it. She won't stop me from getting great works of art if I value them, unlike some others on the list. Her gold reserves are typically at "0". Thanks Kristina!

Seondeok/Korea [21] [20+1] While some other AIs are consistently above average, and most can randomly have a strong-for-the-AI game, there isn't anyone I hate seeing more as my neighbor than Seondeok. Better get that era score quick and buff your defenses, cause the declaration is coming when she's ready to flex on either you or your ally.

Jayavarman/Khmer [9]
John Curtin/Australia [20] (19+1) Korea's a meme... here's the real top dog. He's good at everything, he's not afraid to pick a fight (despite his agenda), and he gets a huge boost if you try to take him out.

Jayavarman/Khmer [6] 9 - 3: I often feel like he builds Holy Sites to maximize the Culture Bomb part of the ability, at the expense of the river adjacency bonus. I also rarely see him build aqueducts.

Montezuma/Aztec [15] 14 + 1: The Eagle Warrior makes him terrifying as an immediate neighbor, and the combat strength bonus for luxes makes him formidable later in the game once he has expanded -- every war I have fought against him has been a struggle.

Jayavarman/Khmer [3] (6 - 3) The AI never takes advantage of his strengths. They're an unusual civ and very tricky to play, so only humans know how to leverage them. They're basically a vanilla civ with no bonuses in the hands of a computer.

Pachacuti/Inca [13] (12+1) While I'm sure there are times where the AI does some stupid things with him, more often than not he does very well in my games... it'd be hard not to with all those mountains. The high adjacency campuses and the AI's willingness to beeline engineering means that he's got a decent shot at Macchu Picchu, and if he gets that he's basically a level of difficulty higher.

Jadwiga/Poland [9] (12-3) A Civ who gets pulled in multiple directions. To make proper use of the Culture-bomb-conversion, you need Encampments and, ideally, the 'Crusades' belief. To make use of the Relics bonus, you need Holy Sites and, ideally, 'Reliquaries' / Mont St. Michel. And to make use of the Sukiennice, you also need to prioritise Commercial Hubs. It's hard enough balancing these hodgepodge elements as a human player without falling behind. But the AI completely fails to do so. As a result, I've never seen her threaten any Victory type: and on more than one occasion, I've witnessed her get wiped out by her more competent neighbours.

Tamar/Georgia [16] (15+1) Was literally in the middle of writing an up-vote for her when @Leucarum posted one too. Thanks to her fetish for walls and her strong Hills bias, Tamer is never at threat from invasions by the other AI. And this allows her to focus all her resources on Religious victory. The only time I've ever lost a 'proper' game to the AI (as opposed to succumbing to a Turn 20 warrior rush) was against Georgia. Playing as Hungary on Deity, standard size Pangaea map, going through the motions for an easy Science victory – and bam, Tamar wins a sudden Religious victory on Turn 211. I absolutely hate her guts, but credit where credit is due.

Catherine/France [6]
Chandragupta/India [16]
Cleopatra/Egypt [12] (15-3) Time to take a swipe at another untouched leader. In my experience, Cleo often gets off to an alright start: builds a few early wonders (Stonehenge, Great Bath, Hanging Gardens, etc.), sets up a decent core of cities, often grabs a Religion. But like Gilgamesh & his War Carts, Cleo never makes good use of her frightening Maryannu Horse Archers. And she always seems to plateau in the mid-game: sitting there achieving nothing, dedicating all her resources to the inevitable Apostle spam, leaving her ripe for an invasion by the Renaissance/Modern Eras. Her agenda is also kinda stupid. She likes aggressive, powerful Civs; but this contradicts her Leader bonuses (bonus gold & alliance points from trade routes), which ought to favour peaceful Civs. As a result, I find she often denounces the very people she ought to be befriending, eliminating one of the most powerful parts of her Civ design and inviting invasions.

John Curtin/Australia [22] (21+1) Have to agree with what's already been said: more than anyone else, the Civ I least want to see in my games is Australia. Awesome Science generation, ridiculous boost to production when attacked, a really good unique improvement. Even more than Korea, Australia poses the biggest threat to a Science Victory. Also, even though it goes against the whole gist of John Curtin as a defensive protector of the weak, he seems to be one of the most aggressive AIs in the entire game. Will gladly backstab you or the other AI with a Surprise War, and often seems to build enough troops to win those wars.

John Curtin/Australia [22] Not downvoting as there are certainly more deserving candisates but it's interesting how Curtin's production bonus is undermined by how aggressive he is as an AI. Normally I'd worry about giving an AI double production but most of the time you can let him declare on you instead.
Kristina/Sweden [1] (4-3) The only AI which gives the players free stuff thanks to her nobel prizes. Should maybe have been first to go?

Pericles/Greece [22] Greece is an annoying opponent to have in the game, especially Pericles as he can really leverage their advantsges. Scoops up great works and amasses envoys at the same time. Irritating.

Chandragupta/India [13] (13-3) He will never, ever, ever use the best tool in his arsenal (War of Territorial Expansion buffs) because the AI will never, ever, ever use cassus belli. Elephants can be scary, but the Gandhi gets them too and an AI Gandhi doesn't flat out ignore any of his abilities.
