Chancellor Fu Sheng

The well known businessman and politician Fu Sheng has been appointed Chancellor by His Imperial Majesty. The Chancellor appeared before the Emperor in the Forbidden Palace and took this title in a grand ceremony, in which all high officials were invited. Chancellor Fu Sheng is a representative of new but steadily growing middle class of businessmen, who have recently made much investments and have build factories in the Empire, something new, as in the other previous dynasties, the economy was completely state controlled.
Unlike in other nations, where the middle class supports constitutionalism, in the Xiang Dynasty, the growing middle class has put it's support behind the Emperor. Fu Sheng has said that the Imperial Government will help investors and will make investment in the Empire even easier. Already, large sums of money have been given to businessmen to build new factories and invest in the Empire.

ANNIVERSARY OF THE DEATH OF FRANCIS II!

(nothing important here, just the backstory retold in a more dramatic way)
The Holy Roman Empire mourns once again the death of one of the greatest emperors, who can only be rivaled with Charlemagne himself. Francis II led the Empire into one of the greatest conflicts and saw the HRE go underground while, according to the world, it was destroyed. He led the resistance against Napoleon and once Napoleon was near his defeat, Francis led a large rebellion in which he declared the HRE once again. Once he defeated the incarnation of the world's worst peasant leader, he once again went into war against his fellow states and, despite the HRE was a mere ruin, he defeated the rebels and re-established the rule.
After a large and sad march, the reformists began to beg to the current Emperor, Maximilian III, to declare the death of the emperor a worker's holiday.

Today, the Emperor decided to sign the treaty with the Netherlands.

The king of Hungary passed away a few days ago. Since he had no other close family members, the crown of Hungary passed to Maximilian III.

Swiss Emperor Responds
In light of French aggression, Italian buffoonery, and general discontent of Switzerland, the Emperor has, in acting as the will of the people, taken steps to see Switzerland not made a mockery of. The army is expected to undergo continued expansion, and they will be busy with the Swiss countermeasure to the French.
These lands are to be annexed into the Swiss Empire this year. This should help balance the power in Europe, as the French decide to overstep their boundaries. To help contain the growing French, the Emperor also issues a Pact of Peace with Holy Rome. The details of this treaty include favorable trade relations, a defensive treaty, and a non-aggression pact.
In regard to the Italian Question, the Emperor has stated that it is obvious that the Italians have not learned enough from history; this foolish act of aggression will be met with a proper response if not rectified within one year's time. The Italians would do good to remember who has the bigger navy and who has the bigger treasury.

After reviewing the treaty proposed by the swiss, the Emperor accepts the defensive treaty with the Swiss. The Emperor has done this to keep the french from expanding. As we reported last year, the french are once again trying to revive the glory of their peasant leader by expanding into Hispania knowing that, after the war, the zone is in complete chaos.
In addition, a diplomat was sent to Switzerland suggesting that the Netherlands should also be included in this defensive treaty, after all, they are getting many resources from Africa and that could help a lot fighting back the French should they strike once again.

Training of the Army:
- Yang Kang, Grand Commander of the Army
Yang Kang, Grand Commander of the Imperial Army, has been training vigorously the Chinese army. While the newly created Chinese army is not large, most of it's soldiers are fanatical supporters of the Emperor and Yang Kang has tried to train them into an elite force. The army needs to be strong and very loyal to the Emperor, as, considering all the internal instability, it will be crucial in crushing an rebellion. For this reason, the position of Yang Kang is one of the most important in all of China.
The training of the soldiers included Kung Fu and war exercises, the main scenarios of which have to do with crushing internal rebellion. China has no external enemies at all, so the army is mainly trained to fight against internal rebels.
Chancellor's tour in Manchuria:

Chancellor Fu Sheng has visited the Manchurian provinces of Northern China in person in order to restore law and order and oversee the region. His arrival has caused enthusiasm to the population, as the Chancellor is very beloved to the people for he is known to be just, to care for the weak and to be fiercely loyal to the country and the Emperor.
In order to combat separatism, Fu Sheng has used Chinese nationalism. In his trip in Manchuria, Fu Sheng talked about the sacrifices made by the Yang family, Yue Fei, Yuan Chonghuan and other Chinese national heroes who did their best to protect their country and died an unjust death. This talk about the national wars of China moved the people to tears in many of the cities in Manchuria.

Chancellor Fu Sheng is not the only one to make a visit in a part of the vast Xiang Empire. The Emperor Dongfang Bubai, along with his favorite concubine Yang Ling, have decided to visit South China and see it's beauty, as Southern China is far more populous and beautiful than the steppe-lands of the north. The Imperial Couple visited the lake of Hangzhou (the West Lake) and were greeted with the most luxurious dinners by the local Governors. The Imperial Couple is expected to also visit Taiwan. The Governor of Taiwan, Lung Chang, is said to be preparing a huge festival in honor of the Emperor.
Emperor Dongfang Bubai has neglected all others concubines and some believe that he will crown Yang Lin Empress of China. This, of course, will be very favorable to Yang Kang, who is the most powerful official in China after Chancellor Fu Sheng. He is only 25 years old and is Grand Commander of the Army. If his sister becomes Empress, who knows how much more prestige and power Yang Kang will further amass.
The Dutch did not heed America's warning. While the Monroe Doctrine may seem extreme, it is necessary to preserve rights that are God-granted to every man, including the most basic one of literal freedom. Therefore, America is sanctioning the Netherlands until they withdraw from South America and restore Guyanese independence.
