France has decided that border security needs a reform; this includes forbidding public gathering at our borders, even pro-French. This is as a means to ensure ease relations with the Swiss. The Emperor also states that reactionary sediment is hindering possible improvement in relations and has called for a meeting with his counterpart in Switzerland to publicly demonstrate a new beginning.

It has been clear of recent times that the French of late have manifested geopolitical actions that threaten the peace and security of Europe and display chauvinistic tendencies that threaten the interests of our Empires. To this end we would propose the establishment of a League of Emperors, with the aim of maintaining the security and peace of central and eastern Europe against those who would threaten it, and ensuring that our respective interests territorial and otherwise are duly respected, and that any disputes that may emerge between us are resolved cordially and in a civilised manner short of internecine warfare.
Russia's primary caveat to such a league however would subsist in a recognition of Russian interests in the Roman Empire, a nation which due to shared religion and culture holds a special place in the hearts of all Russians. Most particularly we would oppose any unilateral action by a foreign power which seeks to take advantage of unrest in that nation which upends the current status quo and a firm collective commitment to consultative policy in the event that the Roman Empire falls into disorder.

We are in times of most drastic action be needed. As we open the doors to the Swiss we are informed that Russia has risen to declare a league aggressive to France. Why? Why is France, who only conduct her royal interests in Spain, who protects the cradle that is Corsica and now is eager to go colonial and out of Europe be marked as the anti-Christ? Why must the Emperor, a honest sovereign, be seen as a force of war instead of a man now diverting away from it? Our issues in Spain has been shorted with a possible division between the Swiss buffer and us. Those who insulted the Swiss emperor will not longer be allowed on the borders, as be other public demonstration on the border. The Emperor will strive to meet his counterpart in Switzerland and eventually hope to improve relations with all. We are aware that Corsica will eternally be a tension block between Switzerland and France, for we will both never linger off it. We French especially must hold what is the cradle of Napoleon I. Still we can overlook this island of our first emperor and go beyond into new relations: trade, secured borders, science, even imperial marriage. It is a shame the Russians forsake this for a reactionary stance but we hope in time they will redeem themselves as we redeem our relationship with the Swiss, for our relation is the root of the current diplomatic issue.
The Emperor hence would invite delegates to Paris to discus the matter of our time. If not Paris then perhaps Geneva if the Swiss permit. We must settle a new order of colonial intrigue, as this imperial age begins we must consider our colonial plans. Imperialism grows ever and ever as France must strive to survive in these times. Our civilization mission echoes us to make ourselves an example and hence diplomacy should be the key to the chest of power. The Emperor feels a conference will need to discuss the future of Europe and the Americas (who must be invited too) as all civilized powers and Britain must get to the table to note the true issue: that we need to bring civilization to uncivilized places.
As for Russia's rejection: what pragmatism is there in rejecting a marriage with a anti-ideological power? We are suggesting that if Russia wants improved relations with the Roman Empire then we are prepared to take a opportunity of a triple trade deal to aid our interests. We are aware that the Holy Roman Empire continues to linger to their ills of us, as do the Swiss, but we have a new era. The forces of instability must be kept in check as we, the Great Powers, prepare for the imperial coming. As we continue to offer a meeting with the Swiss government we will like to invite Tsar Mikhail II of Russia to meeting with Napoleon II of France so we can talk of improving relations and trade. One must not bond with simply the loudest but with the more noble. France will not allow tensions to undermine civilization. Allow us to begin talks. The Vanguard will not be invited; we ensure you that.

Rally a army brigade to the checkpoint! Any member of the Vanguard who dares defy the will of the Emperor they claim to serve and France who the Emperor serves will be arrested. Any violence will met with violence. We ask the Swiss to not be alarmed.
However the Emperor is a man of compassion and will invite the leaders of the Vanguard to his palace so that this foolish rally can be removed diplomatically and that concessions may be agreed on to please the Vanguard without displeasing everybody else. For instance laws to protect the French language and a promise to construct the moment to the fallen forces in Corsica during the next year.

With all of it's beachside inns and nighttime activity, The Bahamas have become a popular area for tourists, mainly American tourists. Bahamian businessmen have been building boardwalks containing stores, places of amusement, and vendors selling native foods that are exotic to tourists and strange niche foods such as chocolate covered bacon and deep fried pineapple slices. These boardwalks have been increasing tourism.
West Bridgetown Tridents win against East Bridgetown Pelicans
With the new Bridgetown stadium finally built, Barbados has had its first official cricket game. The Tridents beat the Pelicans 5-2. Investors got so much money from the game that Stadiums are being built in Kingston, Havana, Port-Au-Prince, and Port of Spain. The Pelicans will be moved to Port of Spain and will change their name to Red Steel.

A French diplomat has been sent to the Empire considering the possibility of a reunion. The Emperor has said that he will only allow a reunion once the French stop "liberating" Spain. The Emperor has also said that he is not intrested in what happens in Africa that much, but he might try to create a Holy Roman colony in Africa should the current situation in the empire stabilize with regards of the separists.
THE HRE ENTERS THE LEAGUE OF EMPERORS
"To bring order into the chaos of the French Revolution, we must join alongside our fellow monarchies in an alliance that will allow Europe to shine once more." The Emperor said to the Russian diplomat, who came to the Empire to discuss about the proposal to have the HRE in a league of emperors.

The Emperor would remind the HRE that the coup d'etat that Napoleon I ordeal was in the time of chaos that the Revolution spawned; we understand your fear of the French Revolution and note that the Emperor is a enemy of ideology. The Revolutionary Council in our nation are those who you should fear but know that the Emperor stands as sovereign of France and the Council as a open dissident force.
