Religion/civic change in the same turn of anarchy?

Does anyone know if one can change a civic and a religion in the same turn? For instance, I know that in many cases (size of the civ being the factor, I think) I can change more than one civic and still only have one turn of anarchy for the revolution. Can I change a single civic (say, paganism to theocracy) and a religion (from none to hinduism) with only a single turn of anarchy?

I have found no way of doing it and thusly conclude from a single set of anectdotal evidence that it cannot be done.

I always find that annoying myself. I think if you're Spiritual you don't have to wait 5 turns to do the other change, but otherwise you do. Seems unnecessary.

Does anyone know if when you're running under the theocracy civic and have no state religion, do you get the +2 unit experience points in every city, no city, or just cities that don't have any religion in them yet?
