1. The Ottoman Empire and Muwahhid Empire will reduce trade barrier in order to promote a health trade relation

2. The Ottoman Empire and Muwahhid Empire will share intelligence in order to promote the safety of both nations if attacked

3. If one is attacked the other will immediately come to said nations aid as if its own nation were attacked.

4. Trade barriers shall be no more between Muwahhid Empire and the Ottoman Empire

No, you pay 1 eco point per 5 divisions trained to higher level. So, with 3 eco points you can raise 15 divisions to one level higher training, while your remaining divisions remain the same.
