Just being able to put farms on the 2 tiles would be great. Or perhaps edit the yield to add 2 food, like it was grasslands? Compared to most wonders,, which have adjacency yield bonuses, Dover feels almost useless. :-/

It provides a huge boost in Culture, civics boost! It is a good wonder and does not need any adjustments or anything in my opinion.
