Here's a solution for everyone. I want to be inclusive and would hate to kick out Luthor just because he is currently busy. I also want to be flexible to AdrienIer's schedule. Why don't we do this:
I will add the Vikings to the list and I will play as the Vikings. Knoedel will stay as France. AdrienIer will take England, who will then spawn later... chances are we will be through the rough part of his schedule before he spawns, and if not, we will only be delayed another week or so. Luthor can take the Dutch, who are very late, it will definitely be past Aug 22 when he spawns.
Is everyone in agreement with this? If so, I will consider this game filled up, update the first post and keep working towards getting us to spawn dates...

Ok then. Lets make sure Luthor agrees to since I'm switching his civ. I still need to get through many turns before we spawn, im only through 90 or so, so we have plenty of time.

Another update. Japan has spawned and I've retired as Carthage leaving me with Persia and Japan controlled by me. There is nothing to note in Japan, so I didn't bother with a screenshot. Persia has killed Babylon with minimal losses and now turns east towards India. I probably won't have enough time to take Delhi before I am forced to retire them, but we will see what happens.

I did a decent job pressuring Rome in the first Punic War. If the dice rolls the wrong way, theoretically Hannibal could capture Rome... but only theoretically, and chances are Ceaser will take it right back. The result will be unknown to us though, since I've retired them... we will see when we spawn!

Honestly, even as England, there is probably a pretty good chance we won't get there by 8/22. I'd just hate to be moving along fast but then get delayed a week while we wait for Luthor...

I agree, but only because I'd love to play DoC. Any map thats on Earth should have the entire earth, even if a specific location is "zoomed in". The point of this isn't just to focus on Europe (although it obviously will be a huge focus) but also to focus on overseas expansion and the conflict among the colonies. I mainly set it up this way because I wanted a smaller RFC game with a smaller group, with civs that can and should survive until modern times, with relatively close spawn dates for fairness, and close proximity for added tensions... thats why all victory conditions are still completely in play. It will be fun, I promise

Yeah that's true. This one guy actually said that it would be so cool if there was an RFC modmod that did the whole world to the detail of RFCE++. While that would be incredible unfortunately it would be biblically slow in between turns.

Update: I am giving Luthor England, AdrienIer you have the Dutch, Knoedel stays with the French and I will take the Vikings. We should be fine to play normally, we probably won't get to the English spawn until after 8/22. And if we get to it a bit early, then we will wait a short period. I still have plenty of turns to get through before anyone spawns, including myself.
In the meantime, I would appreciate it if everyone would PM me your emails... except for those of you I already have (academia, Knoedel, Luthor, Hercules)

turn 119, playing as Japan and Persia. Persia took Delhi after a longer than expected seige, but they had another city and vassaled. Babylon is destroyed. The Persian army is marching west again towards the Greek controlled Jerusalem. Not sure if I will take it in time before the Mayan spawn - I'm retiring Persia and moving to Mayans next. I'll update with screenshots when I'm about to retire Persia. There is a whole lot of nothing going on in Japan yet, just two cities on the island, they are building infrastructure mostly.

Japan is pretty boring in the beginning but it picks up. In vanilla RFC I took all of China, Korea, and Mongolia as Japan. I was so unstable and Mongolia was always declaring independence. I was also like an era behind everyone.

Japan is boring, but boring is good for what I need to do keeping human control until we spawn. I hate that I am influencing Persia as much as I am, and I was so glad to get away from the Carthage/Rome situation.
Ethiopia spawns next and I'll retire Persia and move to them, then Maya and Japan until Vikings spawn.
I also played a single player as Japan... controlled China, Korea and some Phillipine islands. Stayed away from Mongolia and Khmer and my controlled core was stable forever until I won Time and eventually space.
