I think you should ask methinkso here - bare in mind looking back at the choices he wanted to play as the Aztecs, even if they are a garbage civ in your eyes - bare in mind if he controls the french too he can use this to keep spain in check, so suddenly their dominance over the new world civs is less apparent.
With that in mind, he cannot take Ethiopia as he already had Egypt from that category. If we assume that he still wants Aztecs as per his original request then the next civ to be available is the vikings, which are only a short while before the french, about 15 turns or so. All of the European civs spawn in rapidly, so there is little benefit in terms of getting him into the game from coming in another 15 turns earlier with vikings etc.
I do think a houserule UP is a good idea. Damn Tigranes beating me to it though! As I understand it we do not have access to the worldbuilder or anything like that, as a boost to starting units or techs might be a nice thing that could snowball and be just as valuable as a game long power.
I was trying to come up with something vaguely historical and humorous such as the power of the white flag - something like if declared on then after 10 turns if they felt like it the french player could 'demand' peace for 10 turns - kinda like how the great wall operated in civ 2. However a surprise attack could still be devastating and so not be of huge relevance to this really.
I think Tigranes idea is a little too heavy handed though, not being able to declare at all is a little extreme. Would that not completely mess up Germany's UHVs? And realistically the French player could completely refuse open borders and this would kinda stick you in a lot of trouble.
From reading the readme, the idea of the French UP seems to be to try and prevent their destruction by giving them best friend bonuses with AIs and getting them to potentially declare on the declarer. I reckon a good compromise is that anyone wanting to attack the french player has to announce in this thread 10 turns (length to be decided) that they are going to do so before they can.
This keeps the theme of what rhye was trying to achieve with France having more protection, and it is far more useful knowing an attack is coming than the ability to end it at will. It will allow them to prepare and not be caught unaware. It also means that they will have time to try and get potential war allies who may feel that the fall of France is not in their interest, and may be willing to help with gifts of units or techs or fight in the war as well...
