RifE Blogpost: Are you ready for 1.3?

Valkrionn and I both posted this in the 1.3 thread, but I figured it could need some more marketing.

The mod has been uploaded to ModDB but not verified yet, and the WePlayCiv upload was probably broken. I'm sure it will be uploaded somewhere else if ModDB won't work for a while.
