They mean the Leaders who don't give anything with their delegation, like Frederick Barbarossa, Victoria and Pedro II.

Well, if you like beer, then the leader of Bohemia could send you some. Czechs are proud of their beer, and the Czech Republic is actually the biggest beer consumer in the world :p

Sounds like it may be one of those ad hoc conventions used by certain fields (or authors) to avoid confusion in a particular text, since again the Yucatec Maya language contradicts that convention. NB Mesoamerican languages and studies aren't my specialty, despite a certain interest in Yucatec Maya specifically; I'm just speculating here.

Sorry for not being clear. The convention is that the people are always "Maya" and it is always "Mayan languages," but I think specific languages are Maya. I'm not sure though and I'm sorry for going way off track. Though, if they include the Maya, I would like them called "Maya" and not "Mayan." I already have a mod downloaded that renames Sumeria to Sumer. (h/t sukritact)

tbh i have never drunk it either, but i live in Belgium. We have our own beers ;)

I dont know if speculoos has a different meaning in Belgium. But i`ve put it on bread once. It comes out of a jar much like "pindakaas". I did not really enjoy it that much.
