Also not to mention that in the previous Expansions we got 9 Civs(?) and this time we are only getting 8 Civs and 1 Alt-Leader. Because of this I think they will push at least a couple of DLCs in order to get that number up to 10 Civs in the Expansion and post-expansion DLCs.
You have a more optimistic view of Steam users than I do, at least with the number of deluxe edition purchasers who wrote bad reviews because they thought their purchase would include a future expansion(!).
But mostly, I don't think they'd want the PR of being the first gaming company on steam whose DLC requires DLC (as that seems to be the case).
I wouldn't say that I do... But if kids toys and games (with buying parents who will complain if they feel cheated) can come with disclaimers that this only works with X and Y; then Civilization users can handle that level of complexity. This is far less complex than most the stuff in the game for goodness sake!
Just think of it that R&F is a Commercial Hub, and the R&F DLC are markets, and banks, and stock exchanges that you can only get if you've got the C/Hub first!

Well, Anton did say that the Apandana was a new wonder in R&F. That could indicate that Macedon & Persia is being included.
I believe Civ5 had 18 Civs in the base game 7 Civs accross 6 DLCs 9 new Civs in EXP1 9 new Civs in EXP2
So far Civ6 has had 19 Civs in the base game +1 Leader 7 Civs accorss 6 DLCs 8 new Civs in EXP1 +1 Leader
So although we got 1 more Civ in the base game, we get 1 less Civ in the first expansion. But we do get 2 more leaders, but they shouldn't count as they aren't unique Civs.

As for my thoughts on DLCs after the expansion, there were no DLCs post-G&K, but that expansion was released half a year later relative to R&F. I could see them doing a few more DLC after R&F to make up for that time, basically. Additionally, the Deluxe Edition purchasers, who have not yet had to buy a DLC, will largely be the same group of people that will buy DLC; the people who just want to have all content. That means there's basically a "fresh" market for DLC still available.

I've just remembered having a dream about Prague being a City-State. In that dream, I think it has been shown in a livestream, but I don't remember for which Civ
Given that the Cree is leaked, it becomes less likely, since Land of the Silver Birch was composed by a Mohawk (one of the nations of the Iroquois Confederacy).
However, many Cree like to claim that song as their own.
