I agree with you that Italy would have been in earlier if it were not for Rome, but that isn't the case anymore in this version of Civ.
It doesn't make since to have separate city states of Greece and Sumer and have them united as well, but well it has happened, since the beginning for Greece.
I just don't see it as viable playing as just a single city-state in this game with the new mechanics, especially after Rise and Fall, and this is the best way to add the various Italian cities.

Then such a civ should not be called Italy then. Italy is the entire Italian Republic not just a group of city states brought together because of a time period.

Until the mid 19th century, "Italy" was a geographic region...
 
So far the Renaissance Era has no representation in R&F.

Korea - Medieval
Netherlands - Modern
Mongols - Medieval
Chandragupta - Classical
Cree- Industrial (by leader's time frame)
Georgia - Medieval
I think we know what this means...

Interesting development on Steam DB:

1) They've changed all the obscure package names to readable ones. It turns out they are all regional sales variations.

2) They've just added two more that don't have names.

The two are probably a regional standard edition and a regional DDE. But what new region are they adding? I hope it's not Canada with a special version deleting the Cree.

So what are regional sale variations really? If it’s what I’m thinking they could very well be doing Canada and the Cree for different regions each.
 
A Renaissance-era Ottomans would make sense. I can't comment on which historical period would be the best fit for the Inca though.

Credibility of the "leak" aside, I think we can probably rule out Scotland as that would likely be another medieval-focused Civ.

Year wise, the Inca Empire was established during the Renaissance period, although not technological and cultural wise if we go by European and Civ standards.

That would make no sense. Removing the Cree for a market that is most familiar with them and keeping the “misrepresented” version for the rest of the world?

The "regular" Civ VI packages are probably US/North America I'm guessing.

nonsense. By your reasoning neither Greece nor Germany should be in the game because Greece represent Hellenic Greece at a time in which the country was divided in different warring city states and Germany is a representation of both modern and medieval Germany which again was divided and not unified.
 
If you simply use Turks instead of Ottomons you can certainly have the capital of the civ not be Istanbul. Ataturk for example would have the capital at Ankara.
Edirne was the Ottoman capital (and was a glorious city) prior to the conquest of Constantinople.
