Rival workers build my railroad

In my current game on emperor two of my southern neighbours, Spain and Rome, have colonies north of my territory. The beauty of this is that their workers build railroad through my country to connect their own. I am far behind in tech and my own workers cannot tell a train from an elephant. Having nothing to do, my russian worker is idling in front of my elephant while the foreigners do the work he was supposed to do in the future.

Can you actually win this game?

Don't know yet. I have just started building cossacks while rivals have infantries, tanks. Some have airpower. I guess if I have time to build/upgrade 35-40 cossacks + 30 catapults (that I already have) before being attacked by gunships I may have a chance.

Hmm... good luck. Julius and Isabella are both moderately good warmongers (well, in A.I. terms) and both like to keep SoDs of 30+ size. Personally, I would've abandoned the game unless there are other major powers to bribe to DoW on either. However, it seems you have no techs to bribe people with considering you are an era or two behind.

But... crazy powergamers like TMIT might say this scenario is still easy to win.
 
You just gotta go for culture (which is really hard if you're not era'd up) or diplomatic (which can be hard if you're not in the running or everyone hates you). If there are other civs around as backward as you, you might be able to vassalize them or conquer them, but you'd need it to be a lightning campaign to reduce the chances of getting hit by a surprise DoW from the power-monkeys. The last chance would be to hope you can get into an alliance with one of the big guys, suck him dry for techs so you can keep the both of you the biggest, and share a victory with him. Otherwise, yeah, you've lost.

But you can always start throwing spies around and hope you get lucky. EPs are easier to get than beakers and can get you back in the tech race so you look good for a potential ally. Focus most of your EP spending on one civ to make use of the cumulative spending bonus. Stealing techs can get REAL cheap.
 
This is vanilla. I have never yet won an emperor game and I may try a replay from a previous save because I'd really like to make it on this one. But I realize in AD 1924 that is not realistic. The scores are pretty close among the 4-5 leaders. Below me are Greece, Japan, England (extinct).

I have fought 3 wars with Mali to my west, the first 2 I started from AD 1100 gaining 4 cities. The last I was defending with no loss/gain. Mali is still a juicy target with lots of wonders and dwindling power. Most dangerous is Arabia, the power leader who now borders me SW after gaining in a recent war with Mali. Other rivals are Rome SE, Spain far S, Greece far SE. In the arctic are colonies of Rome, Spain, America, Arabia that have been subject to a lot of fighting. Sharing another continent with America is Japan.

I just learned about the shrewdness of defensive pacts: Saladin signed with Spain and me, attacked Mali very soon after. If I my cossacks had been around a few turns earlier then I could have picked several Mali cities at fire sales...

Errr... what does that have to do with defensive pacts? It's cancelled automatically after DoW.
 
Defensive pacts may let you prepare for war without being very rudely interrupted. Dual pacts can be tricky. In a previous game I wanted to DoW on Mali who had DPs with our strong common neighbour Germany and puny Persia (on a different landmass). So I DoW'ed Persia, this caused Mali to DoW me without bringing Germany to the theatre.
 
The AI will do this all the time, it's a joy to watch in culture games especially as the railroads just show up throughout your lands.
