Roll to Dodge: Civ VI edition

This is a simple game based off the Roll to Dodge: Ludicrous Edition by Thorvald of Lym.

The rules are simple:
1. Post an action.
2. Your result will be determined by the roll of a die.
Any action that triggers a third-party attack on the player immediately grants a free defence roll.

In this edition, the variability of results is increased with a 40-sided die (since they don't exist in real life, I will use random.org, which has that as a possibility) that in addition to establishing the immediate success of an action, also determines random items found, health/power/money gained/lost, etc. The basic breakdown is as follows:

1: Unbelievably total failure to the highest degree. Action WILL backfire extremely hard. Good chance you will be eliminated on the spot. This is known as CRITICAL FAILURE.
2: Unbelievably total failure. Action WILL backfire very hard.
3-8: Failure, with penalty
9-14: Marginal failure with possible penalty
15-20: Failure, no penalty
21-26: Straightforward success
27-32: Success, with possible bonus
33-38: Success, with circumstantial bonus
39: MAXIMUM POWER. Guaranteed success, with added bonus.
40: MAXIMUM POWER WITH TOKEN OF SUCCESS. Guaranteed success, with added bonus and a Token of Success, which is an item that is automatically used when you get a failed roll after modifiers.

Under binary conditions, 1-20 fails, 21-40 succeeds.

Note that attempting an action requiring an intermediate action (i.e. starting a car with no keys) automatically fails. Also note that the same action cannot be taken twice in a row. Take heed that your GM is unstable, and may tweak the playing field independent of player actions. Almost anything goes, but be warned that metagaming will anger the D1C3 G0D, who may unleash the wrath of Dr. Hax upon you.

Each player may submit one action per turn. A turn lasts until every active player has submitted an action. The game is played in rounds that last until one player remains alive.

In this edition, to begin, all you have to do is to sign up. A minimum of eight players is needed.

You will be randomly assigned a civ from Civ VI and I will roll to determine your starting terrain appropriate to the civ (or not). Everyone will start in the ancient era (unless you get a good roll) and you initially won't know where everyone else is. You will have to send someone for recon. Please stick to whatever is available in Civ VI.
