Ryan- Is the Courthose bugged?

A question for AspyrRyan,

just wondering if you know someone from the development side that would have an answer to this. There is fierce debate happening over on the general site about whether or not the courthouse gives extra happiness that it shouldn't (a bug) or whether it was intended to do so and this just hasn't been documented.

After reading the forum, I havn't been convinced either way.
