Argentina accept the position of SADETO leader.
We ask our fellow alliance members to lend us their support and vigilance as together we attempt to resolve the greater and lesser issue facing our continent and the lands of our overseas members.
The first issue is Chile and Pinochet.
Under the jurisdiction of SADETO continental security, withdrawal bylaws, and the obligations of human decency, SADETO is duty bound to investigate allegations that events are occurring in Chile including but not limited to:
Illegal suspension of civil protections and provisions; illegal military incursions and influence in civil policy; illegal suspension of normal government activities and coercion of government officials; illegally terrorizing and murdering civilians, including ethnic minorities, political opponents and dissidents, and uninvolved citizens arbitrarily targeted to instill fear in the populace; illegally imprisoning and punishing civilians and military personel without due process, for the purpose of political intimidation; illegal seizure of private property for purposes of political intimidation.
Therefore, SADETO inspectors will enter Chile and thoroughly investigate these allegations to officially determine the truth of the matter. These inspectors will be accompanied by SADETO escorts to ensure their safety. They will not be harassed, intimidated, attacked, obstructed, forcefully held, moved, or expelled, nor will they be prevented from accomplishing their task of investigation and inspection by the action or inaction, officially or unofficially, of Chile. Chile has the right to assign monitors to see where the inspectors are going, but may not interfere in any fashion with their access to persons, places, or things which the inspectors deem to be necessary to their investigation, without providing sufficient reason to SADETO through official pathways, at which time the SADETO council may, if the reason provided is clear, sound, and reasonable, redirect the inspectors to an acceptable alternative site.
Chilean non-compliance with this directive will be taken as unequivocal acceptance of the allegations raised against the Chilean state, and if the inspection teams are hindered or in any way unable to successfully complete their mission due to Chilean obstruction, we will be forced to fall back upon the significant evidence provided to the world previously, which may have significant consequences for Chile.
Chile may make a response to listed and unlisted allegations, and such response will be read in SADETO congress. Chile must respond with their intention to comply with or deny the above listed requirements.
Argentina asks all of SADETOs member delegates, particularly Brazil and Chiles immediate neighbors, (or, with special permission, non-SADETO countries with relevant information) to come forward and present pertinent information or recommendations to help shed light on the situation.
Next, the Colombian-Panamanian situation:
We ask both Colombia and the USA to accede to an International Court of Justice regarding border/Panamanian territory. We recommend both countries agree to an immediate ceasefire and try their case before the court and pledge to accept the courts permanent or temporary ruling, whatever the circumstances may be, over the issue. We urge both sides to cease moving forces into their respective border regions, and observe that the process is much more likely to be resolved smoothly and effectively if both sides would voluntarily make the gesture of voluntarily agreeing to a 20 mile DMZ around the disputed areas. Furthermore, this is the one and only chance the rebels will have to cease their violent insurrection and seek to attain their goals through the normal political process. If they do not accept this opportunity to stand down and come to the table peaceably, no further protections will be offered to them.
If there are other extremely pressing issues, they may be brought up in SADETO meetings in the ensuing days, but we ask that for the sake of devoting the necessary energies to these immediate crises, anything that can be put of, should be.
