This is actually (and weirdly) not a bug, but intended behaviour.
At the very end of the page, you'll find two seed numbers for map generation and starting position. Those seeds are stored with the configs.
As long as the numbers aren't changed, the map/start position will always look the same.
This can be a good thing, if you want to replay the same map (maybe with another civ).
Usually, however, you probably just want to recreate your favorite map type/setting, with otherwise randomized landscape.
This unfortunately isn't featured by the solution Firaxis implemented.
There isn't even a "randomize" button behind the two seed numbers .You'll have to change them manually in order to create an unpredictable map (and be sure not to use the same numbers as the last time ...)
I think, random new seeds should be the default settings.
There could still be a button for "fixed seeds" or something alike.
This is actually something I'm curious about. Right now I'm trying to replay a map from one of my saved games. I have both of the seeds. Yet when I try to start a new game using those seeds, the map remains the same, but the starting locations of all of the civs has been shuffled around (including my own). I wonder why that is?
